Every important NOMOS response is treated as a decision path, not just a text answer. NOMOS can answer, ask for more evidence, show cards, block unsafe actions, or escalate the decision.

ALLOW

The request is answered within public-safe boundaries.

REVIEW

The response is returned with caveats or as a knowledge card to inspect.

REQUIRE_MORE_EVIDENCE

More context or proof is needed before the request can be answered.

BLOCK

The request falls outside safe boundaries and is refused.

ESCALATE

The decision is handed off rather than resolved automatically.
